Understand what each internal filing status allows and what it does not prove.

Draft

Preparation is active. Values, applicability, imports, and evidence can be changed by authorized users.

Ready for review

The filing has been handed to its assigned reviewer. Review decisions are active and normal preparation is restricted.

Changes requested

The reviewer returned the filing with a reason. Authorized preparers can correct and resubmit it.

Approved

The internal reviewer or administrator approved and locked the snapshot. Approved export controls can become available.

Exported

At least one artifact was generated from an approved snapshot. The artifact remains associated with its snapshot sequence.

External submission states

Some jurisdiction workflows separately record submitted, received, rejected, correction-required, or accepted evidence. These are not substitutes for the five internal preparation statuses and must be correlated to an exact artifact.

Important boundary

Neither Approved nor Exported means submitted to or accepted by an authority.
